Japan, Day 13

Tokyo: Shibuya: 4:00 am

It's Sunday, May 30th, at 4:30am, and all of the monsters are out. Note also that the sun is rising. We found it odd that the sun started rising at 4am and it was clear as day by 4:30am. Is it a country's choice as to what timezone it places itself in? If so, we have some theories about Japan...
